The Step-by-Step Guide helps with the planning and preparation for NBS, to manage the complexities
involved, to coordinate the work with multiple actors (experts, researchers, stakeholders and citizens)
and to reflect on and monitor the whole process. The steps help create a framework for dialogue,
negotiation and learning in which diverse perspectives and expertise are acknowledged and recognised,
where there is room to discuss the distribution of costs (including risks) and (co)benefits, and whereby an
effort is made to enable and support all participants in the process to express their views.
