Assessment of the applicability of proposed improvements in other EU Member States

This workshop report summarises an expert-led Eklipse  process that evaluated the applicability and transferability of BioValue’s catalogue of instruments and its 14 recommendations across diverse EU planning contexts. The report documents the workshop design, the results of the pre-workshop survey, breakout-group deliberations (including thematic EU groups and country-specific groups), and a synthesis of patterns and priority actions across countries. The workshop gathered insights from researchers, policy officers and practitioners from 10 countries to assess which instruments and recommendations are most promising—and what barriers and enablers matter for implementation in different governance systems. Key outputs include: thematic reflections on urban planning, landscape planning, protected area management, conservation and connectivity and nature-based solutions; country-specific priorities and “most promising next steps”; common barriers (data gaps, institutional fragmentation, short political cycles); and enabling conditions (capacity building, monitoring systems, political commitment). The report emphasises the need for combined regulatory, incentive and knowledge-based approaches, and proposes quick wins and longer-term pathways to mainstream biodiversity in spatial planning.
