This policy note outlines the conceptual backbone of the BioValue project, offering a shared framework for understanding how biodiversity values can be mainstreamed into spatial planning through transformative change. Developed by the project’s scientific coordination team, the note introduces a generic, cyclical spatial planning process applicable across geographies, and elaborates on the integrated use of three instrumental perspectives – Spatial Planning & Management Instruments (SP&MIs), Environmental Assessment Instruments (EAIs), and Economic & Financial Instruments (E&FIs).

The note provides critical reflections on how land use and land cover change contribute to biodiversity loss and how transformative change must address the underlying paradigms and indirect drivers of spatial decisions. It positions biodiversity not as the direct focus, but as the ultimate beneficiary of reformed planning processes, policies, and instruments. It details how each instrumental perspective can foster change individually and in combination, and guides the application of this thinking within BioValue’s Arenas for Transformation.

Serving both as a conceptual guide and policy-facing output, the note aims to harmonise understanding across project partners and promote institutional learning across EU spatial planning contexts.
