This review examines how collaborative NbS planning processes intersect with environmental justice, with a focus on procedural and recognition justice. Drawing on a systematic analysis of 117 studies, it identifies common barriers—such as limited resources, time constraints, and lack of capacity—as well as practical approaches to address them.
The findings distil seven key strategies to support fairer NbS planning: involving a broad range of stakeholders; assessing multiple co-benefits for different groups; ensuring sensitivity to local contexts; promoting knowledge exchange; empowering communities; maintaining transparency; and adopting adaptive, flexible processes.
These insights provide policymakers and planners with actionable guidance to strengthen the fairness, inclusiveness, and effectiveness of NbS implementation in urban governance.
