Toolkit to identify and reform incentives harmful to biodiversity, by S. Withana, P. ten Brink, A. Illes, E. Watkins, D. Russi or The Institute for European Environmental Policy (IEEP).
This toolkit aims to be an operational guide to identify which incentives harmful to the biodiversity merit reform and to develop a roadmap of action to reform these subsidies.

- Understanding of impacts on biodiversity from policies and drivers
- Understanding of costs and benefits of impacts using monetary and non-monetary metrics

Uses of this resource:
In principle this tool can be used by government authorities to explore what incentives have negative effects on biodiversity and hence help comply with Aichi targets on perverse incentives affecting biodiversity. It can also be used by NGOs to encourage government action.
