About Horizon Scanning and Research Prioritisation

Project Overview

Achieving transformative change for biodiversity requires aligning research agendas with existing research gaps. Horizon scanning and research prioritisation (HS&RP) provide a systematic approach to identify critical knowledge needs, connect science to policy, and ensure resources are targeted where they can have the greatest impact. This function will support identification, prioritisation, and communication of knowledge gaps considering the challenges identified in D3.3 'Cookbook for support structure(s) of research prioritisation, open consultations and knowledge needs', produced by the dedicated Working Group on HS&RP established by the BioAgora's Transformative Change Taskforce. This document contains lessons learned of the existing HS&RP processes, maps the landscape of actors and existing challenges, and proposes general recommendations for the short and long terms.

Project Objectives

  • Identify and prioritise critical knowledge gaps for biodiversity Strengthen the link between science, policy, and research funding 
  • Develop shared tools and processes for HS&RP within SSBD Facilitate collaboration across projects, networks, and institutions 
  • Allow SSBD to support HS&RP exercises for Horizon calls in the future

Project Methods

  • Using KEN Cluster events for identifying/prioritising research topics 
  • Applying participatory methods (e.g. Delphi processes, online consultations) 
  • Developing and maintaining an open database of research prioritisation exercises 
  • Synthesising existing HS&RP practices and lessons learned (e.g. from D3.3) 
  • Engaging with key actors such as Biodiversa+, EUBP, and the European Commission

  • Ethical risks / bias / misuse of priorities 
  • Resource and maintenance constraints
