I am not sure if this helps, but we have developed a modelling system that is gaining traction here in the UK. It combines GIS and hydraulic modelling of catchments to identify most efficient solutions using natural habitats: what to do where for best return on investment. We are also quantifying the reduction in peak flood heights offered by any combination of the priortised interventions throughout the catchment in question. This means that NBS can be integrated with traditional flood defences and cost/benefits analysed for a whole range of scenarios, all fairly inexpensively.
